Ministry of Home Affairs Forms Expert Committee on Demographic Shift and Illegal Immigration

On Tuesday, Amit Shah, India’s Union Home Minister, announced the formation of a “High-Level Committee on Demographic Change” to investigate the causes of what the government describes as “unnatural demographic changes” in the country, including the effects of illegal immigration.

Prime Minister Narendra Modi initially suggested the committee during his Independence Day address on August 15, 2025, as part of a larger effort to evaluate demographic changes and their effects on the nation.

In a post on X, Shah announced the discovery and stated that any nation faces a severe challenge in the present and future from infiltration and other causes of artificial demographic change.

Empirical economist Dr. Shamika Ravi, former Indian Administrative Service (IAS) officer Durga Shankar Mishra, and former Indian Police Service (IPS) officer Balaji Srivastava will make up the committee, which will be presided over by retired Justice Prakash Prabhakar Naolekar. The Member Secretary will be the Joint Secretary (Foreigners-I) from the Ministry of Home Affairs.

An exhaustive evaluation of nationwide demographic shifts associated with illegal immigration and other artificial factors will be carried out by the panel, as per Shah’s assertion. Its purpose is to investigate irregular population shifts in social and religious groups and to provide organised, deadline-based solutions.

The Home Minister stressed that law and order, social structure, and the maintenance of tribal communities are all affected by population change, which is also linked to national sovereignty and security.

Since infiltration poses a danger to both national security and young employment chances, Prime Minister Modi had previously stated during his Independence Day speech last year that the government would not permit infiltrators to inhabit tribal lands. A high-powered demography mission, which he had already declared, was to be formed to deal with the matter.
