Odisha Investment: State Signs MoU for ₹2.1 Lakh Crore Projects in UAE

Odisha Investment efforts gained momentum during the state’s UAE outreach, with the Odisha Government signing an MoU for 14 projects involving an estimated investment of ₹2.1 lakh crore.

The proposed projects are expected to create employment opportunities for around 8.68 lakh people. The investment plans cover metals, critical minerals, chemicals, renewable energy equipment, healthcare, infrastructure, tourism and other sectors.

The estimates remain indicative and are subject to feasibility studies, due diligence, statutory approvals and definitive agreements.

Odisha Investment MoU Covers 14 Projects

The Odisha Government signed an MoU with International Holding Company (IHC) and the Adani Group during the first day of its investor outreach in Abu Dhabi.

The agreement covers 14 proposed projects with an estimated investment of ₹2.1 lakh crore. The projects have the potential to generate around 8.68 lakh jobs.

The proposed investments span metal downstream industries, slurry pipelines, critical minerals and rare earths, chemicals and petrochemical derivatives, renewable energy equipment, healthcare, industrial infrastructure, tourism, skill development and sports infrastructure.

The Odisha Government has clarified that the investment and employment estimates are indicative. The projects will depend on feasibility studies, due diligence, approvals and execution of definitive agreements.

Odisha Investment Push Targets Metals and Industrial Projects

Chief Minister Mohan Charan Majhi, who is leading the state delegation to the UAE, held a high-level roundtable with business verticals and group companies of IHC.

The discussions focused on potential sites and investment opportunities for an integrated aluminium project.

The state has proposed land in Kalyansinghpur tehsil of Rayagada district for an alumina refinery. It has also proposed land in Sadar Sundargarh tehsil of Sundargarh district for an aluminium smelter.

The projects are expected to strengthen Odisha’s downstream metals ecosystem and create opportunities for industrial value addition.

Odisha Investment Outreach Expands UAE Trade Links

Majhi also met representatives of the Indian Business and Professional Group (IBPG) in Abu Dhabi.

The Odisha Government and IBPG signed a Memorandum of Cooperation to promote bilateral trade and explore investment opportunities in the state.

The discussions covered opportunities to increase exports of Odisha products such as turmeric, ginger and seafood. The two sides also discussed contract manufacturing for UAE brands and opportunities for skilled professionals from Odisha.

The cooperation is aimed at strengthening commercial links between Odisha and UAE-based businesses.

Odisha Seeks Chemicals and Petrochemicals Investment

Majhi separately met Hazeem Sultan Al Suwaidi, CEO of Borouge’s petrochemicals division.

The Chief Minister invited Borouge to explore a large-scale chemicals downstream complex in Odisha. The proposed project could benefit from feedstock linkages with Indian Oil Corporation’s planned naphtha cracker at Paradip.

Such a facility could support downstream value addition in Odisha’s petrochemical ecosystem and strengthen industrial linkages.

UAE Investors Explore Odisha Infrastructure Opportunities

At another roundtable, Majhi presented investment opportunities to UAE-based investment institutions.

The discussions focused on infrastructure projects that could be developed through public-private partnerships (PPPs). The state also highlighted opportunities for institutional participation in its infrastructure pipeline.

The talks covered project evaluation and potential long-term investment partnerships.

Odisha Positions Itself as Global Investment Destination

Majhi highlighted Odisha’s natural resources, industrial capabilities, strategic location and growing infrastructure ecosystem while engaging with UAE investors.

The state is seeking to attract global capital across traditional industries and emerging sectors.

The UAE outreach is part of Odisha’s broader effort to expand international investment, strengthen exports and build long-term business partnerships. The first day of the outreach has widened the state’s investment pitch across metals, critical minerals, petrochemicals, infrastructure, healthcare, tourism and renewable energy.
