NSO Introduces Uniform DDP Guidelines with 2022-23 Base Year to Standardize District GDP Estimates

A standard framework for district-level economic data across India has been established with the announcement of a universal guideline for the calculation of District Domestic Product (DDP) estimates with base year 2022-23 by The National Statistics Office (NSO).

The objective of the guideline is to bring uniformity, comparability, and methodological uniformity to the process of preparing district-level aggregates, as stated by the Ministry of Statistics & Programme Implementation (MoSPI). It explains the ideas behind GDDP, NDDP, and per capita income, as well as their coverage, data sources, and estimating methods.

Drawing on administrative and survey data at the district level, the framework prioritises a bottom-up approach whenever possible. To obtain reliable and comparable estimates in areas without extensive district-level data, the guideline suggests using adequate top-down approaches with the right allocation indicators.

At present, 26 states and territories within the union gather data for DDP estimates. The Ministry of Statistics and Program Implementation (MoSPI) has stated that it is committed to ensuring that all states and union territories adhere to a consistent and comparable approach. This will help to standardise estimating processes and fortify the system for district statistics.

A process of public participation led to the final draft. In order to gather input from states/UTs, academic institutions, researchers, and anyone else who uses sub-state data, MoSPI posted a draft of the “Guideline for Compilation of District Domestic Product (DDP) Estimates” on its website on April 7, 2026. Stakeholder ideas are incorporated into the final guideline.

For decentralised planning, evidence-based policymaking, regional development evaluations, and district-level informed decision-making to be feasible, authorities anticipate that comparable and dependable DDP estimates will be readily available. As an added bonus, the guideline should assist states and territories in strengthening their data systems and increasing their statistical capability to produce reliable district estimates.
