MECL organised a one-day Familiarization Programme on Master Circulars on October 6, 2026. The programme brought together vigilance functionaries from several organisations, including IBM, GSI, WCL, HCL, NALCO and BHEL.
The programme focused on understanding, interpreting and effectively implementing the provisions of Master Circulars. It also provided a platform for participants to discuss vigilance practices and exchange views on their implementation.
MECL Highlights Role of Vigilance in Governance
The programme began with the ceremonial lighting of the lamp by Indra Dev Narayan, CMD, MECL; Pankaj Pandey, Director (Technical), MECL; Surendra Singh Kshatriya, Director (Finance), MECL; Pradeep Kumar, CVO, MECL; and B. D. Gajghate, IOFS, CVO, MOIL.
Pradeep Kumar, CVO, delivered the welcome address. He said vigilance plays an important role in good governance, institutional integrity and public trust.
CMD Indra Dev Narayan said leadership provides direction, while institutional values form the foundation for ethical and responsible action.
Focus on CVC Master Circular
The technical session was conducted by B. D. Gajghate, CVO, MOIL. He discussed Master Circular No. 06/MC/2026 on the Procedure for Obtaining and Implementing the Advice of the Central Vigilance Commission.
An interactive question-and-answer session followed the technical presentation. Participants sought clarifications and shared perspectives on the provisions discussed during the session.
MECL Promotes Knowledge-Sharing on Vigilance
The programme brought together vigilance functionaries from organisations across the public sector. It created an opportunity for participants to discuss common issues and strengthen their understanding of vigilance-related procedures.
The initiative was organised with a focus on learning and knowledge-sharing. It also aimed to support stronger and more consistent vigilance practices across participating organisations.
