Government Approves 109 ASPIRE Incubators to Boost Rural Entrepreneurship Across India

Through its flagship program, ASPIRE (A Scheme for Promotion of Innovation, Rural Industries and Entrepreneurship), the Ministry of Micro, Small and Medium Enterprises (MSME) is working to develop the entrepreneurial ecosystem in rural India. Officials announced on Friday that 109 Livelihood Business Incubators (LBIs) across 27 states and union territories have been recognised under the plan. These LBIs will assist thousands of would-be entrepreneurs in turning their business ideas into successful ventures.

More than 1,200 micro-enterprises have been established and over 1.23 lakh beneficiaries have been taught through incubators sponsored by ASPIRE since the program’s rigorous monitoring started in FY 2022-23. This program is an example of the government’s persistent efforts to help rural Indians become self-employed, foster innovation, and participate in the country’s economic growth.

Initiated in 2015, the ASPIRE Scheme seeks to promote entrepreneurship and create jobs, with a focus on the agricultural and rural areas. An expanding network of Livelihood Business Incubators facilitates the transition from skill development to the launch of profitable businesses, and the program runs on their behalf.

Incubators help companies in many different industries, such as those dealing with food processing, beekeeping, bamboo goods, mushroom growing, spice processing, arts and crafts, and coir products, among many others. To help entrepreneurs grow long-term enterprises, we provide them with training, mentorship, incubation support, access to technology, branding, product development, regulatory guidance, certification, market connections, and funding.

More than 17,600 people from Other Backward Classes (OBC) and 8,700 people from Scheduled Castes (SC) and 9,600 people from Scheduled Tribes (ST) have benefited from ASPIRE, which the government has highlighted as a major contributor to inclusive entrepreneurship.

Incubators are run by host institutions, and the program is implemented in a three-tiered structure by the program Steering Committee and Mentor Institutes. Mentor Institutes help choose good incubators, write up proposals, create programs, implement them, and then keep an eye on how things turn out.

Agricultural universities, technical institutions, and premier institutes like IIT Jodhpur are among the prominent institutions that are endorsing the curriculum. Among these are the Indian Institute of Entrepreneurship (IIE) in Guwahati.

The government also highlighted the achievement of Banshailang Marbaniang, a resident of Mawsynram, Meghalaya, who, after completing his education at IIE Guwahati, went on to create a food processing business. He was invited to the Republic Day celebrations at Kartavya Path as one of ten North-East entrepreneurs whose achievements were honoured, thanks to his entrepreneurial path.

Promoting entrepreneurship, job creation, and sustainable rural development, the ASPIRE Scheme is actively working to enhance India’s MSME ecosystem through the expansion of incubation infrastructure and targeted support for rural innovators.
