Hormuz Shock Spurs India to Fast-Track Gas Pipeline Expansion

In an effort to increase energy security and decrease reliance on foreign fuels, the Indian government has established new policy guidelines to expedite the construction of pipelines for natural gas and petroleum.

On March 24, the order was announced in the official gazette under the title of Natural Gas and Petroleum Products Distribution (Through Laying, Building, Operation and Expansion of Pipelines and Other Facilities) Order, 2026.

The order is issued in the midst of increased energy market volatility caused by worldwide supply worries, including as disruptions in the Strait of Hormuz and damage to LNG installations in the Gulf region.

Delays in multi-agency approvals, right-of-way concerns, costly municipal levies, resistance from consumers and housing societies, and other historical impediments in pipeline expansion are all aimed at by the framework. It gives licensed businesses the authority to install pipelines under the Petroleum Act of 1934 and to expedite the process of gaining access to land and infrastructure.

Increasing the use of piped natural gas (PNG), especially in places already linked to gas networks, is a primary goal of the policy. Many people in those areas still use LPG, which causes fuel delivery inefficiencies, according to the authorities. Underserved areas without pipeline access might have their LPG supplies redirected by increasing PNG usage.

All government agencies, housing cooperatives and licensed operators who help build pipeline networks from transmission lines or LNG storage facilities are subject to the decree. In the long run, it should help ease reliance on LPG imports and rebalance India’s fuel mix.

Persistent geopolitical tensions have revealed weaknesses in India’s oil supply chain, as the Strait of Hormuz is a vital passageway for almost 20% of the world’s petroleum traffic. To lessen the impact of these dangers, the government is pushing to speed up pipeline development, which will enable a more robust energy ecosystem and fortify domestic distribution systems.
