SECI Agri-PV Pilot Projects Tender Opens for Delhi-NCR Land Lease
Solar Energy Corporation of India Limited (SECI) has issued a tender to lease approximately 20 acres of agricultural land in the Delhi-NCR region. The Navratna CPSE plans to utilize the land to establish two 5 MW SECI Agri-PV Pilot Projects. The proposed sites are located near Issapur and Dhansa villages in the Najafgarh zone of Delhi. SECI expects to publish the official tender documents on or after September 3, 2026.
Land Requirements for SECI Agri-PV Pilot Projects
The scheme requires a minimum parcel of 10 acres for each 5 MW installation. SECI accepts leasing or sub-leasing arrangements for both government-owned and private land. Eligible landowners and land aggregators must offer clear-title properties for a minimum long-term lease of 27 years, with options for mutual extension. Bidders will compete based on annual land lease rates per acre, aligned with current government valuation policies. The selection will follow a single-stage, double-envelope submission process.
Technical Scope and Site Specifications
Participating sites must support dual-use Agro-Photovoltaic systems, combining commercial solar power generation with ongoing crop cultivation. The selected land must feature level or gently sloping topography with non-waterlogged soil suitable for seasonal farming. Additionally, parcels must be entirely free from legal disputes, mortgages, or government acquisition notices. Applicants must also ensure adequate road access and direct connection capability to nearby Discom transmission infrastructure operating at 11 kV or higher.
