Important Decisions Taken by the Uttarakhand State Cabinet

01- The Cabinet approved the promulgation of the Voluntary / Partial Consolidation Promotion Policy, 2026 for the mountainous areas of Uttarakhand State.

The Council of Ministers has approved the Voluntary/Partial Consolidation Promotion Policy for mountainous regions. Under this, targets have been set for the hill districts. A target of 10 villages has been set for each hill district. A consolidation committee will be formed with the consent of 75 percent of the villagers. Digital maps will be used for consolidation. After consolidation, a time limit of 120 days has also been fixed for the disposal of objections.

The main objective of consolidation is to convert farmers’ scattered land located in different places into one large consolidated plot or field in another location. Through the consolidation process, the number of farmers’ fields decreases, making agricultural work much easier for them. As the size of farmers’ fields increases, they are able to properly utilize agricultural resources, which has a direct impact on agricultural production. The biggest benefit is that various types of mutual disputes among farmers are reduced.

02- Approval by the Cabinet for the amendment to the Uttarakhand Revenue Council, Review Officer and Assistant Review Officer Service (Amendment) Rules, 2026.

The Cabinet has approved the amendment to the Revenue Department’s Revenue Council Review Officer and Assistant Review Officer Service Amendment Rules, 2026. Earlier, computer typing was kept as a preferential qualification, under which only knowledge of computers was required. Now, making it quantifiable, a typing speed of 8,000 key depressions per hour will be required. Basic knowledge of Microsoft Office, as well as knowledge of Windows and the Internet, will also be mandatory.

03- The Cabinet approved renaming the Center for Aromatic Plants (CAP) located in Selakui to the Perfumery and Aromatic Research and Development Institute.

04- In compliance with the decision of the Hon’ble Supreme Court, New Delhi, the Cabinet approved the creation of the posts of Registrar Court and Case Manager under the Judicial Department.

05- Under the Medical Health and Medical Education Department, earlier the approval of the departmental minister and the Chief Minister was mandatory for appointing faculty members on contract for three years to address staff shortages in government medical colleges. By amending the existing rules, the Cabinet approved that the selection of personnel will now be done at the Secretary level.

06- Approval by the Cabinet for restructuring the Directorate of Medical Education.

The structure of the Directorate of Medical Education, which previously had 29 posts, has been increased to 40 posts with Cabinet approval. While restructuring the Directorate, the posts created include: 01 Financial Controller, 01 Junior Engineer, 01 Administrative Officer, 01 Accountant, 01 Senior Assistant, 01 Junior Assistant, in addition to 04 Multi-Purpose Workers and 01 Driver.

07- The Cabinet approved the principle of equal pay for equal work for a total of 277 personnel working in Government Medical College Srinagar through contract, daily wage, fixed salary, and management committee arrangements.

08- The Cabinet decided to restructure the cadre of Lab Technicians under the Medical Health and Family Welfare Department as per IPHS standards.

As per IPHS standards, under three levels, approval was given to restructure a total of 345 posts, including 266 Medical Lab Technologists, 54 Technical Officers, and 25 Chief Technical Officers.

09- The Cabinet decided to create a total of 16 posts, including Principal, for the smooth operation of the Government Sports College, Lohaghat, Champawat.

10- Approval by the Cabinet for amendments to certain provisions of the Small Hydropower Project Development Policy, 2015.

Amendments were made to the Small Hydropower Project Development Policy, 2015, including approval of the proposal to reduce performance security to zero. A fixed time limit will also be determined for when the developer will begin work after receiving Forest and Environmental Clearance.

11- Approval by the Cabinet for amendments to the rules related to the appointment of Directors in the three corporations under the Energy Department, removing the phrase “appointed in the Board of Directors.”

Previously, the rules created an issue that for the selection of Directors, it was provided that Chief Engineers, General Managers, and officers above that level appointed in the Board of Directors were eligible. Now, the proposal to remove the phrase “appointed in the Board of Directors” has been approved by the Cabinet.

12- In order to effectively implement the Uttarakhand Minority Education Act, the Cabinet approved the promulgation of the Uttarakhand Minority Educational Institutions Recognition Rules-2026.

Through these rules, provisions have been made to manage the educational development of minority Muslim, Jain, Christian, Buddhist, Parsi, and Sikh communities in the state, as well as the recognition, renewal, and cancellation of recognition of new institutions, through an online system.

13- Under the Panchayati Raj Department, approval by the Cabinet to revise the current rate of ₹10 lakh per panchayat house for the construction of panchayat buildings in gram panchayats without buildings under the State Sector, increasing it to ₹20 lakh per panchayat house.

14- Approval by the Cabinet for the immediate prorogation of the Special Session of the Year 2026 of the Fifth Legislative Assembly of Uttarakhand.

15- Approval by the Cabinet to create a total of 15 posts in the Forensic Science Laboratory Department under the Home Department.

These include 05 Scientific Officers, 05 Senior Scientific Officers, and 05 Laboratory Assistants.

16- Approval by the Cabinet for amendments to the Uttarakhand Tourism Travel Business Registration Rules.

Previously, there were separate rules for homestays and bed and breakfast establishments. These were consolidated into a single proposed rule, which was approved by the Cabinet. Under the homestay provisions, the number of rooms has been increased from 05 to 08. Simplifying the renewal process, if the renewal fee is paid online, it will be considered automatically renewed.
