NLC India Signs MoUs for Major Odisha Projects

NLC India Limited (NLCIL) has signed Memoranda of Understanding (MoUs) with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) to explore major investments in power generation, coal gasification and mineral processing in Odisha. Signed in Mumbai on October 22, 2026, the agreements include a proposed 3,200 MW ultra-supercritical coal-based thermal power plant with a potential investment of ₹35,000 crore.

NLC India Plans 3,200 MW Power Plant

The proposed power plant, planned with a capacity configuration of 4×800 MW, could generate employment opportunities for approximately 4,000 people. The project aims to strengthen Odisha’s power infrastructure and support industrial development.

The proposal remains at the exploration and development stage. The MoU outlines the potential investment and employment opportunities but does not confirm that construction has commenced.

NLC India Explores Coal Gasification and Fertilizer Production

Under a separate agreement, NLCIL and IPICOL will explore the technical feasibility of a coal gasification project and its potential links with fertilizer manufacturing. The study will examine the production of synthesis gas (syngas) for possible applications in the fertilizer sector.

The initiative could identify opportunities to use domestic coal resources as industrial feedstock for fertilizer production.

₹2,000 Crore Beach Sand Mineral Processing Facility

The MoUs also cover a proposed beach sand mineral processing facility involving a tentative investment of ₹2,000 crore. The facility could create employment for around 500 people.

The agreements were signed by I.S. Jasper Rose, Executive Director (Mines & Land) at NLCIL, and Aboli Sunil Naravane, Managing Director of IPICOL. Odisha Chief Minister Mohan Charan Majhi, Additional Chief Secretary Hemant Sharma and NLCIL Chairman-cum-Managing Director Prasanna Kumar Acharya attended the event.

MoUs Outline Odisha Investment Opportunities

The agreements establish a framework for NLCIL and IPICOL to explore projects across power generation, coal gasification, fertilizer-related applications and mineral processing.

If taken forward, the proposed projects could support Odisha’s industrial development, infrastructure expansion and employment generation while contributing to domestic resource utilisation and self-reliance objectives.
