India New Zealand Free Trade Agreement Clears Parliament, Tariff Cuts Set to Boost Trade

The India New Zealand Free Trade Agreement has cleared a key legislative hurdle in New Zealand. Parliament passed the legislation with a 93-29 vote on September 15. The move brings the trade pact closer to taking effect and is expected to expand market access between the two countries.

New Zealand Parliament Approves Trade Legislation

New Zealand lawmakers approved the legislation needed to implement the Free Trade Agreement (FTA) with India. The bill received support from the opposition Labour Party.

Trade and Investment Minister Todd McClay said the agreement would provide immediate benefits for New Zealand exporters. The FTA was signed by India and New Zealand in New Delhi on April 27, 2026.

The legislation amends several New Zealand laws. These include rules covering tariffs, customs, overseas investment and export quotas.

India New Zealand Free Trade Agreement to Cut Tariffs

The agreement will significantly reduce trade barriers between the two markets.

About 95% of New Zealand’s exports to India will receive tariff elimination or reductions once the agreement is fully implemented. Around 57% of New Zealand exports will become duty-free from the first day of the agreement.

Indian exporters will receive 100% duty-free access for their exports to New Zealand under the agreement. India has also retained exclusions for several sensitive sectors, including dairy and certain agricultural products.

The agreement also provides quota-based access for selected New Zealand products, including apples, kiwifruit and mānuka honey.

$20 Billion Investment Commitment

Investment is another major part of the trade agreement.

New Zealand has committed to facilitate US$20 billion in investment into India over 15 years. The agreement aims to support investment across areas such as manufacturing, infrastructure, innovation and technology.

The pact also includes cooperation on research, innovation, technology flows and skills development.

Business Opportunities Across Key Sectors

The agreement is expected to create new opportunities for businesses in both countries.

Indian exporters will gain improved access to the New Zealand market. Key areas include textiles, apparel, leather, footwear, engineering goods and processed foods.

New Zealand exporters will gain better access to the large Indian market. The agreement covers products such as forestry products, wool, sheep meat, seafood, horticulture and selected dairy preparations.

The FTA also includes provisions covering services and professional mobility. It creates pathways for skilled Indian professionals and expands opportunities for students and young workers.

Next Step for the Trade Deal

The New Zealand legislation has now passed its parliamentary stage. The agreement will enter into force after both countries complete their domestic procedures and exchange the required notifications. Under the FTA, the agreement enters into force 30 days after the two sides confirm completion of their internal legal procedures, unless they agree on another date.

The latest parliamentary approval marks an important step toward deeper trade and investment ties between India and New Zealand.
