Anoop Kumar Rai Appointed as Director of BEL

Anoop Kumar Rai’s BEL Appointment took effect on August 13, 2026. He assumed charge as Director (Marketing) at Bharat Electronics Limited (BEL), a Navratna Defence PSU. Before this role, he served as Executive Director of BEL’s Central Research Laboratory (CRL) in Ghaziabad from 2025. A distinguished tenure as Chief Scientist preceded that position.

His career spans 34 years. He has built a reputation as a visionary leader in defence and niche technologies. His core strength lies in translating complex military requirements into indigenous technological solutions.

Driving AI and Unmanned Systems for Defence

Rai stands as a strong advocate of Atmanirbhar Bharat. He has played a major role in advancing BEL’s capabilities in Artificial Intelligence and unmanned systems. He spearheaded ‘Saksham’, an AI-powered Drone Warfare System. The Army Air Defence collaborated on this project. The counter-drone and interception solution uses Edge AI. It enables real-time threat detection. It also enables autonomous neutralisation, addressing critical operational needs.

He has also driven the conceptualisation of the AI-based Command Information & Decision Support System (CIDSS). His work includes integrating AI into NMDA for predictive maintenance. Real-time automated anomaly detection forms part of this initiative too. His vision for the Space Domain includes AI for Space Situational Awareness, strengthening BEL’s position in emerging technologies.

Architect of C4I2SR and Strategic Integration

Rai played a pivotal role in the IACCS Project. This major initiative integrates S-400 and MRSAM systems. His leadership contributed to deploying battle-proven solutions. ‘Sanjay’ (BSS) is one such solution. ‘Akashteer’ (ADC&RS) is another. Both played an important role during Op Sindoor.

He also led the indigenisation of NC3I. Foreign OEM systems were replaced with indigenous technology under his leadership. His strategic vision extended BEL’s global footprint further. Coastal Surveillance Systems (CSS) were exported to several countries under his guidance, including the Maldives, Seychelles and Mauritius.

Civilian Diversification and Digital Transformation

Beyond defence, Rai championed diversification into AI-driven civilian infrastructure. Under his guidance, CRL-Ghaziabad developed several indigenous solutions. India’s first indigenous Air Traffic Management Automation System came for Bhubaneswar Airport. KAVACH 4.0, the Train Collision Avoidance System, followed for Indian Railways. AI-assisted CIKMS (SURAKSHA) was developed for Indian Railways as well. SIL2-certified Metro Solutions rounded out the portfolio, including indigenous Automatic Train Supervision solutions built in collaboration with the Delhi Metro Rail Corporation (DMRC).

These initiatives strengthened indigenous capabilities in critical civilian infrastructure. They also supported India’s wider goal of technological self-reliance.

Operational Excellence and Global Recognition

Under his stewardship, CRL-Ghaziabad achieved CMMI Level 5 certification. It also became the first in India to earn SIL2 certification. Rai institutionalised the AI-enabled 6E Framework — Enquire, Envision, Elaborate, Enable, Execute and Excel. This framework fosters continuous innovation and systematic technology development.

Rai has received the Raksha Mantri’s Excellence Award for innovation and technology. The Chief of Naval Staff honoured him with a Commendation for his contributions. His work helped BEL-Ghaziabad earn the CII Business Exim Award in 2022. He also received the Urban Infra Business Award for Rail & Metro innovation. The Governance Now PSU Award (2024) for excellence in R&D added to his list of accolades.
