NBCC (India) Limited has signed Memorandums of Understanding (MoUs) with various departments of the Government of Bihar for four major redevelopment projects in Patna under Phase-I. The projects will cover approximately 34.34 acres and deliver 3,331 residential units, the state’s first Tech Park and modern commercial spaces. They are expected to generate around 40,000 direct and indirect employment opportunities.
NBCC is a Navratna Central Public Sector Enterprise under the Ministry of Housing and Urban Affairs (MoHUA), Government of India. The initiative aims to promote planned urban development and unlock the potential of government land in Bihar.
The MoUs were signed in the presence of Bihar Chief Minister Sh. Samrat Choudhary, Deputy Chief Ministers Sh. Vijay Kumar Chaudhary and Sh. Bijendra Prasad Yadav, and Urban Development and Housing Department Minister Sh. Nitish Mishra, along with senior State Government officials. NBCC was represented by Dr. K. P. Mahadevaswamy, Chairman and Managing Director; Dr. Suman Kumar, Director (Commercial); Sh. R. N. Sinha, Head, Strategic Business Group (Bihar); and other senior officials.
NBCC Bihar Projects to Include State’s First Tech Park
One of the key developments will be Bihar’s first Tech Park at Gardanibagh in Patna, for the Department of Information Technology (DIT), Bihar. The facility is expected to attract IT companies, startups and private investment, while creating employment opportunities for local youth.
The Tech Park will support innovation, entrepreneurship and skill development. It is also expected to encourage growth in allied sectors such as housing, hospitality and retail. By strengthening Patna’s technology and business infrastructure, the project aims to make the city a more attractive destination for investment.
3,331 Homes and Modern Commercial Spaces Planned
The four projects will include two residential redevelopment schemes of the Bihar State Housing Board (BSHB) at Sector 5 (TV Tower) and Sector 6 (Bahadurpur). Together, these developments will provide 3,331 residential flats for the Economically Weaker Sections (EWS), Low Income Group (LIG), Middle Income Group (MIG) and High Income Group (HIG).
The residential complexes will include shopping areas, clubhouses, gyms, community facilities, office spaces and other supporting amenities.
The commercial component will include the Tech Park at Gardanibagh and hotels and commercial spaces at the Water Resources Department site on Bailey Road.
Self-Financing Model with Estimated Proceeds of ₹5,152 Crore
The projects will transform existing housing colonies and government land into modern residential and commercial developments. They are designed to provide improved housing and community facilities while generating financial returns for the departments concerned.
The initiative will follow a self-financing model and require no budgetary assistance from the State Government. The expected sale and lease proceeds from the four projects are estimated at approximately ₹5,152 crore. The tentative project cost is around ₹2,000 crore, excluding GST.
NBCC Bihar Projects Expected to Generate 40,000 Jobs
The four projects are expected to create employment during construction and after completion.
During construction, the developments are expected to generate around 7,500 direct jobs for construction workers, engineers, supervisors and technical staff. They will also support approximately 11,000 indirect jobs in building material supply, transport, logistics and allied services. The construction phase is expected to generate more than one crore person-days of work.
After completion, the Tech Park is expected to accommodate over 100 companies from the IT, IT-enabled Services (ITeS) and electronics sectors. It is projected to create more than 5,000 direct jobs and around 15,000 indirect jobs across housing, hospitality, retail, transport and support services.
The hotels, commercial spaces and residential complexes are expected to generate approximately 2,500 additional direct jobs in operations, maintenance, facility management and security. Overall, the projects are estimated to create around 40,000 direct and indirect employment opportunities.
Green Construction and Timely Project Delivery
NBCC will draw on its experience in redevelopment projects such as New Moti Bagh, East Kidwai Nagar and Nauroji Nagar in New Delhi under the 7 GPRA redevelopment project. These developments have established benchmarks for planned and self-financed urban redevelopment. The company has also undertaken redevelopment and development projects with the governments of Rajasthan and Goa, and the Union Territory of Jammu & Kashmir.
The Patna projects will incorporate green building features, including rooftop solar power generation, LED lighting, energy-efficient lifts and electrical equipment, rainwater harvesting, water-efficient fixtures, wastewater treatment and reuse, and green landscaping.
The designs will also consider building orientation, natural daylight, ventilation and heat-resistant building envelopes to reduce energy consumption and improve comfort.
NBCC has committed to completing the projects on time while maintaining quality, safety and construction standards. Project monitoring, reputed contractors, regular quality audits and transparent processes will support implementation.
Phase-II Proposals Under Consideration
NBCC’s Phase-II pipeline includes proposals from other Bihar Government departments and agencies, including the Building Construction Department (BCD), Patna Municipal Corporation (PMC) and Bihar Urban Infrastructure Development Corporation (BUIDCO). These proposals are at the approval stage, and the company expects to sign MoUs with the departments shortly.
NBCC and Bihar Government Strengthen Urban Development Partnership
The Phase-I initiative aims to provide Patna with planned housing across income groups, modern commercial infrastructure and the state’s first Tech Park. It will also unlock the value of government land for public benefit and support employment generation.
The partnership aligns with the Government of India’s vision of planned urbanisation, Housing for All and Viksit Bharat @2047. For NBCC, the projects and the proposed Phase-II pipeline are expected to strengthen its order book and long-term business visibility.
Speaking on the occasion, Dr. K. P. Mahadevaswamy, Chairman and Managing Director, NBCC (India) Limited, said:
“We are grateful to the Hon’ble Chief Minister Sh. Samrat Choudhary and the Government of Bihar for the confidence they have placed in NBCC. These four projects will give the people of Patna modern homes across all income groups, the State’s first Tech Park, which will open thousands of new job opportunities for the youth of Bihar, and quality commercial spaces, all without any burden on the State exchequer. Our completed redevelopment projects at New Moti Bagh, East Kidwai Nagar and Naoroji Nagar have shown what this model can achieve, and NBCC assures the Government and the people of Bihar that these projects will be completed on time, with the highest standards of quality and green construction. With Phase-II proposals already in the pipeline, this is the beginning of a long and productive partnership with the Government of Bihar. For NBCC, it further strengthens our order book and reaffirms our role as the Government’s trusted partner in building a developed India.”
