The Bihar Cabinet has approved 24 proposals across education, policing, dairy development and health. The decisions were taken at a meeting chaired by Chief Minister Samrat Choudhary on September 23, 2026.
A key decision is the approval for Bihar’s first dedicated women’s university. Maa Sita Women’s University will be established in Patna under the Bihar Specialised Universities Act, 2026. The university will have jurisdiction over constituent and affiliated women’s colleges in Patna, except those under Patna University.
The Cabinet has provided ₹15 crore in administrative approval for the university. The amount will cover expenses including salaries of officers and employees.
Bihar Cabinet Expands Higher Education
The Cabinet also approved the establishment of Ramdhari Singh Dinkar University in Begusarai. The university will have jurisdiction over constituent and affiliated colleges in Begusarai and Khagaria.
Colleges affiliated with Kameshwar Singh Sanskrit University, Darbhanga, will remain outside its jurisdiction. The government has also approved ₹15 crore for administrative expenses, including salaries.
The university is named after noted Hindi poet and litterateur Ramdhari Singh Dinkar. The state government had earlier announced the plan to establish the university in Begusarai, Dinkar’s birthplace.
The two new universities will add to Bihar’s higher education infrastructure. The women’s university will focus exclusively on women’s higher education, while the Dinkar University will serve institutions across Begusarai and Khagaria.
Police Modernisation Also Part of Bihar Cabinet Decisions
The Cabinet has approved ₹336.85 crore for strengthening district police, railway police and the Prohibition and State Narcotics Control Bureau. The allocation will also support the purchase of equipment for Lok Bhavan.
The Cabinet also approved the purchase of 50 drones under the centrally sponsored Police Modernisation Scheme. The procurement will cost ₹24.50 crore.
The drones will support crowd management, operations in river areas, anti-Naxal operations and disaster management.
The Cabinet also cleared dairy development projects in Supaul, Madhepura and Saharsa under the Kosi Milk Producers Cooperative Union. The projects will be implemented under Saat Nischay-3.
Other approved measures include revisions to the remuneration of chairpersons and vice-chairpersons of various boards, corporations and councils. Their monthly salary will increase from ₹25,000 to ₹65,000.
Daily allowances will rise from ₹1,000 to ₹3,500. Hospitality allowances for those in ministerial categories have also been revised. Ministers will receive ₹30,000, Ministers of State ₹29,500 and Deputy Ministers ₹29,000.
The latest Bihar Cabinet Decisions span higher education, public administration, police modernisation and dairy development, with the two new universities forming a major part of the state’s education expansion plans.
