State-owned Pawan Hans Limited (PHL) has signed a non-binding Memorandum of Understanding (MoU) with Norway-based Noemi Aerospace (Elfly AS) to explore collaboration in electric seaplane technology and sustainable aviation solutions, marking a step forward in India’s push for green aviation and advanced aerospace innovation.
The agreement was signed in the presence of Civil Aviation Minister Ram Mohan Naidu Kinjarapu and senior officials from the Ministry of Civil Aviation.
The proposed partnership will explore opportunities in electric seaplane technologies, skill development, technical knowledge sharing and feasibility studies. While the MoU does not involve any financial or procurement commitments, it lays the foundation for future cooperation, subject to regulatory approvals and separate agreements.
Speaking on the occasion, the Civil Aviation Minister said the collaboration reflects the government’s vision of strengthening indigenous capabilities while embracing emerging aviation technologies. He added that India aims not only to operate seaplanes but also to manufacture them domestically under the Make in India initiative.
The minister also highlighted recent policy measures to promote seaplane operations, including dedicated operational guidelines, simplified regulations and demonstration flights. He noted that the Union Budget 2026–27 has proposed incentives for indigenous seaplane manufacturing along with a Viability Gap Funding (VGF) scheme to support seaplane operations across the country.
Headquartered in Bergen, Norway, Noemi Aerospace (Elfly AS) is developing next-generation electric seaplane technology with support from the Norwegian government. The partnership is expected to facilitate technology exchange and strengthen India’s capabilities in sustainable aviation.
The collaboration aligns with the government’s broader objectives of improving regional and island connectivity, promoting clean aviation technologies and building a globally competitive aerospace manufacturing ecosystem. It also reinforces Pawan Hans’ strategy of leveraging international partnerships to drive innovation and support the future growth of India’s aviation sector.
