Empowering Village Councils: The Strategic Impact of the New ₹137 Crore Central Fund

Under the 15th Finance Commission grants framework, the Center said on Friday that more than Rs 137 crore would be made available to support rural local governments in Goa, Meghalaya, Sikkim, and Uttarakhand during FY 2025–2026.

Untied grants from several fiscal years that are intended to promote panchayati raj institutions (PRIs) are among the allocations.

The second installment of untied funds for FY 2023–2024 was made available to qualified district and gram panchayats in Goa, totalling Rs 11.6 crore. Additionally, newly qualified panchayats have received Rs 2.98 crore, which was the withheld share of the first instalment for that year.

The second installment of untied grants for FY 2021–22, which covered Meghalaya’s three Autonomous District Councils (Khasi, Garo, and Jaintia), came to Rs 27 crore.

Along with Rs 0.16 crore, which was withheld from the first installment for an extra district panchayat, Rs 6.6 crore was made available in Sikkim as the second installment of untied funds for FY 2025–2026.

The highest portion went to Uttarakhand, where the first installment of untied grants for FY 2025–2026 totalled Rs 89.41 crore.
