Rajasthan Urban Transformation Project Targets 32 Cities

The World Bank has proposed the $385.7 million Sustainable Urban Transformation in Rajasthan Accelerated (SUTRA) project to upgrade urban infrastructure and strengthen civic services across Rajasthan. The initiative will cover 32 urban local bodies across four clusters—Jaipur, Jodhpur, Kota and Bharatpur—including 28 associated satellite towns.

With an estimated cost of more than ₹3,500 crore, the project aims to improve urban transport, waste management, civic amenities and heritage conservation. The combined population of the selected areas is projected to exceed 7.8 million by 2026.

Rajasthan Urban Transformation to Focus on Infrastructure and Heritage

The proposed SUTRA project will prioritise urban transport and connectivity, solid waste management and improvements to essential civic services. It will also support the conservation and revitalisation of historical and cultural heritage, reflecting Rajasthan’s architectural legacy and tourism potential.

The initiative aims to address urban challenges such as water scarcity during extreme heat and waterlogging during the monsoon. Improved infrastructure and more resilient urban services are expected to form part of this effort.

SUTRA Project to Strengthen Municipal Governance

Strengthening the financial and administrative capacity of urban local bodies is another key component of the project. Proposed measures include improving revenue administration and debt management, enhancing municipal borrowing capacity and mobilising private and commercial capital for urban infrastructure.

These measures aim to improve the financial sustainability of municipal institutions and support long-term investment in essential services.

World Bank and Rajasthan Government to Fund Project

The Rajasthan Urban Infrastructure Development Project (RUIDP) will serve as the implementing agency. The proposed financing package includes a $270 million loan from the World Bank’s International Bank for Reconstruction and Development (IBRD) and $115.7 million from the Rajasthan government.

According to the project documentation, the technical design review is expected by December 10, while approval by the World Bank Board is anticipated by July 2, 2027.

The proposed SUTRA project aims to establish a coordinated framework for urban development across the four selected clusters. Its implementation will determine how effectively the planned infrastructure improvements, heritage conservation measures and municipal governance initiatives translate into sustainable urban services.
