The Department of Land Resources (DoLR), Ministry of Rural Development, will launch the DILRMP 3.0 Operational Guidelines on September 10, 2026. The five-year programme will modernise India’s land records system with digital infrastructure, GIS-based mapping, paperless registration and integrated land information services.
The Digital India Land Records Modernization Programme (DILRMP) 3.0, covering 2026–2031, will operate as a Central Sector Scheme with an anticipated financial outlay of ₹565.50 crore. The Department of Land Resources will implement the programme across all States and Union Territories.
DILRMP 3.0 to Build Digital Land Records Ecosystem
The new phase will move beyond basic computerisation of land records towards a comprehensive, GIS-enabled Land Stack.
The digital infrastructure will integrate land maps, ownership records, property registration and court cases into an interoperable ecosystem. The objective is to create a more transparent, accessible and citizen-focused land governance system.
Universal Bhu-Aadhaar to Identify Land Parcels
A key component of DILRMP 3.0 will be Universal Bhu-Aadhaar, or ULPIN.
The framework will assign a 14-digit Unique Land Parcel Identification Number to land parcels across the country. The system is designed to provide each property with a secure and distinct digital identity.
The programme will also support complete digitisation and georeferencing of cadastral maps with accurate geographical coordinates.
Paperless Property Registration Under DILRMP 3.0
The programme will introduce end-to-end online and paperless property registration along with a new Registration Repository.
The Ministry also plans to upgrade 75 Sub-Registrar Offices (SROs) into modern Registration Seva Kendras at an estimated cost of ₹37.5 crore.
The initiative aims to reduce physical visits to government offices and make property-related services faster and more accessible.
Integrated Revenue Courts to Track Land Disputes
Another major intervention under DILRMP 3.0 will be the integration of revenue courts with digital land records.
A modern, paperless Revenue Court Case Management System (RCCMS) will help track land-related cases and disputes. Integration with land records is expected to improve case management and reduce the time and cost involved in resolving disputes.
The programme will also support the completion of the NAKSHA pilot for urban areas.
DILRMP 3.0 Focuses on Citizen-Centric Services
The new guidelines will place strong emphasis on Ease of Living and Ease of Doing Business.
Through secure API-based integration, the programme aims to connect land-related databases and enable more proactive citizen services. This could reduce the need for repeated physical visits to government offices while improving access to reliable land information.
The Department will also monitor implementation through an upgraded DILRMP-MIS dashboard designed to provide real-time progress information.

The launch of DILRMP 3.0 marks the next phase of India’s land records modernisation programme.
With a focus on GIS-enabled land records, Universal Bhu-Aadhaar, digital property registration, integrated revenue courts and urban land mapping, the programme aims to create a more connected and technology-driven land information ecosystem.
The initiative is expected to strengthen transparency, improve citizen access to land services and support the government’s broader vision of building a trusted and future-ready digital public infrastructure for land governance.
