Vivek Kumar Dewangan has been appointed Secretary of the National Commission for Scheduled Castes (NCSC). The Appointments Committee of the Cabinet (ACC) approved his appointment under the Ministry of Social Justice and Empowerment.
Dewangan is a 1993-batch Indian Administrative Service (IAS) officer of the Manipur cadre. He is currently serving in his parent cadre.
The Department of Personnel and Training (DoPT) issued the appointment order on September 5. His tenure will begin from the date he assumes charge. He will continue in the position until his superannuation or until further orders, whichever is earlier.
Vivek Kumar Dewangan Brings Extensive Administrative Experience
Dewangan is currently serving as Additional Chief Secretary in charge of Tribal Affairs and Hills in the Government of Manipur.
His administrative career includes assignments at both the state and central levels. He has worked across several sectors, including finance, elections, agriculture, food processing, education, rural development, commerce and industry, and law and justice.
He has also held responsibilities related to revenue administration, cooperation, sericulture and Panchayati Raj. His earlier field assignments included district-level administrative roles in Chhattisgarh and Manipur.
Former REC Chairman and Managing Director
Before returning to the Manipur cadre, Vivek Kumar Dewangan served as Chairman and Managing Director of REC Limited, a state-owned power sector financier.
He assumed charge at REC in May 2022 after serving as Additional Secretary in the Union Ministry of Power.
During his tenure in the power ministry, Dewangan worked on matters related to the power and energy sectors. He had earlier served as Joint Secretary in the Ministry of Power before being elevated to Additional Secretary.
His central government experience also includes assignments in the petroleum and natural gas, economic affairs, commerce and industry, law and justice, rural development and education sectors.
At REC, he headed a major infrastructure finance institution supporting projects across power generation, transmission and distribution.
Vivek Kumar Dewangan Has Engineering Background
Dewangan holds a Bachelor of Engineering degree in Electronics from NIT Bhopal.
He also holds a postgraduate degree in Optoelectronics and Optical Communication from IIT Delhi.
His technical education, combined with extensive administrative experience, has supported his work across infrastructure, energy and public administration.
New Role at National Commission for Scheduled Castes
Dewangan’s new assignment moves him from senior roles in infrastructure, energy and state administration to a constitutional body focused on the interests of Scheduled Castes.
The National Commission for Scheduled Castes monitors the implementation of constitutional and legal safeguards for Scheduled Castes. It also examines complaints related to the denial of rights and advises the government on policies for their socio-economic development.
As Secretary, Dewangan will oversee the Commission’s administrative machinery. He will also support its work in conducting inquiries, reviewing safeguards and coordinating with central ministries and state governments.
His appointment brings extensive central and state administrative experience to the NCSC at a senior leadership level.
