Haryana MSME Policy 2026 Aims to Double Exports by 2031

Haryana Chief Minister Nayab Singh Saini has launched the Haryana MSME Policy 2026, aimed at strengthening the state’s MSME ecosystem and boosting manufacturing and exports.

Launched in Karnal, the policy targets more than ₹55,000 crore in manufacturing investment and over five lakh new jobs. It also aims to double Haryana’s exports by 2031.

The policy places “Make in India” and “Make in Haryana” at the centre of the state’s industrial strategy.

Haryana MSME Policy 2026 Puts 15 Lakh Enterprises at the Centre

The government has placed Haryana’s nearly 15 lakh MSMEs at the centre of its next phase of economic growth.

The five-year roadmap includes 60 initiatives covering finance, infrastructure, technology, innovation, exports, sustainability and skills.

A dedicated MSME Directorate will also be established. It will provide focused institutional support and strengthen the state’s MSME ecosystem.

Financial Support to Drive MSME Expansion

Under the Haryana Udyam Vikas Mission, enterprises in identified thrust sectors will receive a range of incentives.

These include capital investment and interest subsidies, stamp duty reimbursement, employment-generation assistance and insurance support. The policy will also support testing, automation, artificial intelligence and research and development.

A State Venture Capital Fund and a Sectoral Credit Guarantee Fund have been proposed to improve access to institutional finance and support collateral-free lending.

Policy Pushes Technology and Industry 4.0

The government will promote automation, Industry 4.0, AI, advanced manufacturing, quality certification and R&D.

New Centres of Excellence and stronger industry-academia partnerships will support technology adoption. The policy will also align with the Centre’s Raising and Accelerating MSME Performance programme.

These measures aim to help Haryana’s enterprises modernise and compete in domestic and international markets.

Export Promotion Gets Major Push

The policy aims to help Haryana’s MSMEs move from local markets to global value chains.

Support will be provided for international quality certifications, export credit and insurance, freight assistance, e-commerce registration and participation in international trade fairs.

The Mukhya Mantri Pratham Niryatak Protsahan Yojana will support first-time exporters in securing their first international buyer.

The Haryana Niryat Centre will act as a single platform for export documentation, compliance, logistics, market intelligence and buyer connections.

AI-Powered Support for Entrepreneurs

Saini also launched Haryana Udyog Saathi, an AI-powered multilingual policy assistant.

The platform will allow entrepreneurs to access information on incentives, eligibility, documentation and application procedures through voice or text.

The government aims to make policy access simpler and improve ease of doing business for MSMEs.

Green and Inclusive Industrial Growth

The policy gives greater emphasis to sustainable industrial development.

It promotes cleaner production, renewable energy, resource efficiency and circular economy practices. Support will also be provided for Effluent Treatment Plants and Zero Liquid Discharge systems.

A dedicated Green Investment Fund has been proposed to encourage environment-friendly investments and green technologies.

The policy also includes initiatives for women, Scheduled Caste entrepreneurs, persons with disabilities, transgender entrepreneurs, ex-servicemen, Agniveers and first-generation entrepreneurs.

With its focus on investment, technology, exports, sustainability and employment, the policy seeks to give Haryana’s MSME sector a stronger role in the state’s next phase of industrial development.
